How do you build a healthy community?

In the face of so many tower blocks now being demolished in the UK. Did modern planners and their architect associates unwittingly remove the heart and soul from Britain's cities in the 1960's with their experiments in human
habitation?

in theory the blocks work just fine..however practice didn't quite go so well.
i believe they misplaced it rather than removed it...
