rates might be like labour rates per hour...
or material rates e.g. cubic metre n20 conc. l/m timber ect
bill of qaunt. sets the volume of materials and labour ect for a particular project...
(It costs a lot more to get something like this)

BOQ - Document used in tendering containing an itemized breakdown in which materials, parts, labor to be carried out are displayed in a unit price contract indicating a quantity for each item and the corresponding unit price. Typically conducted by a QS therefore incurring greater cost, and ultimately calling on the Yellow Form of the RIAI standard forms of building contracts.
