Final Clarification:

Lodge a Planning Application in Carlow for a new dwelling and you will get a Further Info Request or Grant with Conditions requiring all bedrooms have windows for escape or rescue as set out in Part B 1.5.6. That includes ground floor bedrooms.

Lodge a Planning Application in Naas for extension and renovation of a 'Protected Structure' and you will get a grant with Conditions requiring all bedrooms have windows for escape or rescue as set out in Part B 1.5.6. That includes ground floor bedrooms and existing bedrooms with their existing window openings.

Ask any Fire Consultant you know if bedrooms on upper floors in new build dwelling works require windows for escape or rescue and the answer will always be yes.

Build a new three-storey house in Dun Laoghaire without any windows for escape or rescue and the Enforcement Officer will be satisfied that the only stair provided will be sufficient, and that no alternative means of escape or rescue will be required.

Thats that cleared up then.
